ACTUALLY it’s very likely he was high on bath salts.
It’s been a growing epidemic in certain poor areas of the states. The effects of it are very random and can be anything from doping you out and making you calm to a near catatonic level, to making you incredibly hyper and violent(to a level when you randomly attack a hobo and eat his goddamn face off).
Also it’s being said the guy had a history of severe paranoia and violent tendencies his whole life.

He will say whatever he has to in order to gain your trust. Just like how he was pushing for a coalition government when it was the Liberals in power, then turned around and literally called coalition governments evil(that’s the word he used, evil) when the Libs NDP and Bloc Q were considering coalition against the PCs.
